Here is the full text: Proposed Ground and Lower Ground Level Fitout 343 George Street Sydney Heritage Impact Statement September 2010 Graham Brooks & Associates Pty Ltd The subject site at 343 George Street Sydney is listed as a heritage item in Schedule 8 of the Sydney Local Environment Plan 2005 The subject site is also individually listed on the State Heritage Register Development consent must therefore be gained from both Sydney Council and the Heritage Branch of the NSW Department of Planning The proposed new use of the historic former banking chamber of 343 George Street Sydney as the flagship Burberry luxury retail store is considered to be eminently appropriate The proposed high quality reversible fitout of the ground and lower ground levels is considered to have an acceptable heritage impact on the significance of the place as it moves into its next phase of use This report has formally evaluated the proposed fitout designed by Singapore based designers Kingsmen Designers & Producers Pty Ltd with local architectural support from Ancher Mortlock and Woolley This report recommends that the proposal complies with the relevant heritage provisions of the Sydney Local Environment Plan 2005 the City of Sydney Heritage Development Control Plan 2006 and the relevant policies contained within the Conservation Management Plan for the site prepared by Design 5 Architects and endorsed by the Heritage Council of New South Wales in April 2002 As the works are internal they will not have any unacceptable adverse impacts on the significance of heritage items in the vicinity heritage streetscapes or on the Martin Place Special Area Recommendations Sydney Council and the Heritage Branch of the New South Wales Department of Planning should have no hesitation from a heritage perspective in approving the application Windows and Doors Policy 1.5.37 All the perimeter windows should be retained in their present configuration complete with fittings and clear glass While acknowledging that it is preferable from the point of view of not altering significant fabric to leave the existing frosted glass intact it may be replaced with clear if required The new glass must match the existing clear glass in the adjacent panes in colour and reflectivity Policy 1.5.38 The frosted glass in the George Street entry lobby may be replaced with clear glass but with a frosted line to match the existing work The bronze and glass panels should be restored to their original configuration Policy 1.5.39 The recently installed outer set of glazed doors to the Barrack Street central lobby are of sufficient quality and design to warrant their retention if required Policy 1.5.40 The solid external sliding bronze doors to the George Street entry should if possible be kept operational so that their detail and design can be occasionally appreciated as well as maintaining security to this lobby Policy 1.5.42 The solid external sliding bronze doors to the centre Barrack Street entry have been rendered inoperable but remain safely hidden within the wall cavity It would be preferable if these could be made operable again as long as this is compatible with a new use Light Fittings Policy 1.5.34 The 1970s light fittings could be retained and reused However it is preferable that a more appropriately designed light fitting be installed These should remain as pendants There should be no down-lights in this area unless used as ancillary lighting as part of a new fitout The sense of space being unified by consistent lighting should be retained Policy 1.5.35 The central Barrack Street lobby space presently has an early light fitting hanging in it This is not originally from this space however it may be from elsewhere in the building It should be retained in this space unless it is to be relocated to another significant space within the building Policy 1.5.36 The WWI Honour Roll on the west wall should preferably remain in its present position New structures or elements could be installed in front of it but it should remain visible through these It could and as the least preferred option be relocated but should be installed in a public space within the building in a position where its significance and scale is respected If this Honour Roll is taken back by the NAB or relocated a new and substantial focal element either functional or decorative will be required at this position to provide a focus at the end of this space Policy 1.5.37 The WWII Honour Roll near the George Street lifts could be relocated within the building though not necessarily on the ground floor and in a public space in a position which respects its significance Policy 1.9.2 While acknowledging that it is preferable from the point of view of not altering significant fabric to leave this base unaltered display units could be constructed within the solid trachyte base on both George and Barrack Streets In order to respect the significance of the place and its architectural symmetry and expression they should be located only below the main windows centred on and no wider than the broad central glass pane in each unit They should not extend beyond the two courses immediately above the lower solid plinth course ie below the top full course beneath the sill cornice section They should be carefully designed and executed with bronze and glass fittings to the external face and should be internally liten
