The National Heritage Officials Committee, comprising senior officials from statutory heritage agencies across Australia, developed a Federation Sites Strategy which was endorsed by the ministers. This strategy proposed a National Federation Project which was conceived in three stages. The first stage of the project has been completed. It produced a report (O'Keefe, B & Pearson, M, 1996, 'Federation: a National Survey of Heritage Places') that included a comprehensive contextual history of federation, with an emphasis on heritage; a preliminary inventory of federation places; and a pilot survey of selected federation places in the Western Australian goldfields and the CorowaIWahgunyah district straddling the NSW-Victoria border. The contextual history from this report has been subsequently published by Heritage Victoria (O'Keefe, B & Pearson, M, 1998, Federation: A national survey of heritage places, Australian Heritage Commission).en
